When I picked up phone, line went dead

Called today, I wait until the other person speaks, they didn't, it hung up. Why is this still allowed?

Rang twice today, nobody at the other end

I've had 01618260337. Call me twice now, yesterday and today, 1st time I answered , no one replied, today I did as I often do with a number I don't recognise , I answered with treetops home for the elderly and they replied that they had the wrong number! My friend had warned me that it was probably a scam call, so I checked , and here it is. How do I block further such callers?

Said it was a green energy company. I asked why they had rang when we were on telephone preference register. They put the phone down.
